American intelligence analyst

Evelyn Nicolette Farkas (born December 6, 1967)[1] is an American national security adviser, author, and foreign policy analyst. She is the current executive director of the McCain Institute, a nonprofit organization focused on democracy, human rights, and character-based leadership.[2]

In 2012, Farkas was appointed Deputy Assistant Secretary of Defense for Russia, Ukraine and Eurasia by President Obama.[3] Prior to her appointment to the Department of Defense, Farkas served in various government positions, including executive director of the bipartisan Congressional Commission on Preventing the Proliferation of Weapons of Mass Destruction and Terrorism.[4] Following the announced resignation of Rep. Nita Lowey, Farkas was a candidate to represent New York’s 17th congressional district in the 2020 election.[5]

Farkas is a regular national security contributor to national television programs on MSNBC, CNN, and BBCNews, and her writing has been featured in The New York Times and The Washington Post, among others. She serves on the Board of Trustees of her alma mater, Franklin and Marshall College.[6]

Farkas is the child of Charles and Edit Farkas, Hungarian political refugees who fled to America after the 1956 Hungarian uprising.[7] Evelyn’s parents settled in Chappaqua New York after her father found work as the librarian of the Briarcliff Manor Public Library. Growing up, Farkas spoke only Hungarian at home and only learned English when she started kindergarten.[8]

Farkas graduated from Horace Greeley, her local public high school, in 1985. from Franklin and Marshall College, graduating in 1989, and her M.A. and Ph.D. from the Fletcher School of Law and Diplomacy at Tufts University.[9] She is fluent in Hungarian and German, speaks some Serbo-Croatian, French and Spanish, and has studied Russian and Hindi.[10]

Career [edit]

Farkas started her career at the Council on Foreign Relations in New York and at the International Institute for Applied Systems Analysis (IIASA) in Austria. As a Ph.D. The student Farkas served as Human Rights Officer at the Organization for Security and Co-operation in Europe (OSCE) in Bosnia after the Yugoslav wars in 1996. In 1997, Farkas joined the U.S. Marine Corps Command and Staff College as an assistant professor and then associate professor of international relations.[11]

In 2001, Farkas began working on Capitol Hill as a professional staffer for the Senate Armed Services Committee. Farkas was responsible for policy and budget oversight for the Department of Defense Policy Office and military commands, including the U.S. Pacific Command, Special Operations Command, Southern Command, Northern Command and U.S. Forces Korea. Her subject areas have included foreign and defense policy worldwide related to special operations, counter-terrorism, foreign military assistance, peace and stability operations, counter-narcotics efforts, homeland defense, and export controls.[12]

In 2008, Farkas was appointed executive director by Senator Bob Graham, chairman of the Commission on Preventing the Proliferation of Weapons of Mass Destruction and Terrorism, better known as the WMD Commission. The Commission was formed to further review and recommend policy changes to address threats identified by the 9/11 Commission following the September 11 terrorist attacks. The WMD Commission published its World at Risk report in November 2008.[13]

In 2009, Farkas joined the American Security Project as an Adjunct Fellow, where her work focused on counterterrorism, special operations, and non-proliferation policy, among others.[14]

From 2010 to 2012, Farkas was Senior Advisor to the Supreme Allied Commander Europe, Commander of North Atlantic Treaty Organization (NATO) Forces in Europe and Special Advisor to Secretary of Defense Leon Panetta for the 2012 NATO Chicago Summit.

In 2012, President Barack Obama appointed Farkas as deputy assistant secretary of defense for Russia, Ukraine and Eurasia. In this role, Farkas was responsible for US defense policy in Russia, the Black Sea, Balkans and Caucasus regions, as well as for conventional arms control. She advised the Secretary of Defense and the President on the US response to the 2014-15 Russian invasion of Ukraine and annexation of Crimea and the war in Donbass. Her office also led efforts to put Montenegro’s membership on the NATO agenda and to support its accession.[15]

After retiring from the Department of Defense in 2015, Farkas joined a number of organizations to provide policy thought and national security analysis, including as a Senior Fellow with both the German Marshall Fund and the Atlantic Council and as a National Security Analyst for NBC/MSNBC. [16]

Farkas is also the founder and CEO of Farkas Global Strategies, a consulting firm providing strategic advisory services to governments, corporations and non-profit organizations.[17]

Russian election interference[edit]

In 2016, Farkas was among the first to sound the alarm about Russia’s interference in the 2016 election and ties between the Trump campaign and Russian officials and others with ties to the Kremlin.[18] In March 2017, conservative news media and White House spokesman Sean Spicer attempted to place Farkas at the center of the controversy surrounding President Donald Trump’s team and its ties with Russia.[19] In an appearance on MSNBC on March 2, Farkas commented that given what she knew about the Kremlin’s motives, the quality of US intelligence on Russia, and warnings from Obama officials, she was certain there was a certain communication and cooperation between the Russians and the Americans. [20]

Republicans, who control the House Intelligence Committee and sought to subvert investigations into Russian interference in the 2016 presidential election, invited Farkas to be questioned under oath on June 26, 2017, where they found she was not relying on intelligence to make her an expert Rating.[21]

Farkas returned to her home district of Westchester, New York, to replace Rep. Nita Lowey in New York’s 17th congressional district.[5] Despite support from key Democratic figures such as former Secretary of State John Kerry and former White House Chief of Staff Denis McDonough, Farkas finished third in the crowded Democratic primary with 15.6% of the vote.
