SACRAMENTO, Calif.— The Covered California Board of Directors announced Tuesday the appointment of Jessica Altman as its new Chief Executive Officer (CEO). Altman currently serves as insurance commissioner for the Pennsylvania Insurance Department, where he is charged with regulating the Commonwealth insurance marketplace, protecting consumers and ensuring their health insurance needs are met. He will join Covered California with extensive experience with the Affordable Care Act, having played key roles in the Obama administration during its early establishment and law enforcement, and as chairman of the Pennsylvania Health Insurance Exchange Authority, where he led the establishment of the marketplace. based in the state of Pennsylvania.
Altman’s appointment follows the announcement in September 2021 that Peter V. Lee, Covered California’s first executive director, will step down after more than a decade of leadership in the marketplace. The Covered California’s board, headed by California Health and Human Services Secretary Dr. Mark Ghaly, conducted a national search for Lee’s replacement. After a rigorous recruitment process, Altman was selected and will enter as the new CEO of Covered California in early March.

Altman’s experience with the Affordable Care Act, health insurance and marketplaces is profound. As Pennsylvania’s insurance commissioner, he controls the state’s insurance market – the fifth largest in the nation – which promotes consumer protection and helps make the state national leader in enforcing mental health parity laws and combating opioid crisis. With his knowledge and experience of the Affordable Care Act, Altman has worked to bring Pennsylvania’s uninsured rate to the lowest in state history.
One of Altman’s signature accomplishments was the establishment of Pennsylvania’s state-based marketplace, “Pennie,” which began offering coverage in early 2021. Prior to Pennie’s launch, Pennsylvania offered coverage through federally facilitated marketplace. Altman initiated and led the move to Pennie, allowing the state to better serve Pennsylvanians, which resulted in increased enrollment and lower premiums in its first year of operation.
“I am not more than honored to accept the position as the next CEO of Covered California,” Altman said. “Under Peter’s leadership, Covered California has become a national model for the Affordable Care Act that has always put consumers first and expanded the role of the marketplace to transform health care. Altman joined Covered California at a time when the marketplace had a record high of 1.8 million enrollees, following the rapid implementation of the American Rescue Plan under Lee’s leadership, and the low rate of changes averaging over 1 percent only in the past three years. Covered California is currently working to adopt new health plan contracting policies that are nationwide to hold health insurance companies accountable for improving the quality and fairness of health care.Those policies will be acted upon by the Covered California board in Feb. 17, 2022, and will set quality benchmarks and equity benchmarks for companies doing business with Covered California.
During Lee’s decades of service, Covered California has served millions of Californians, become the largest state-based marketplace in the nation, and established itself as a leader in both state and federal health care policies. .California had the largest decrease in the uninsured rate of any state in the country; maintains a stable, healthy enrollment due to extensive year-over-year marketing and outreach investments and consumer-centered policies; set common patient -centered benefit designs that enhance consumer access to care; and held health insurance companies accountable to high standards of accessible, quality care of those enrolled.

In addition to his duties as Pennsylvania insurance commissioner and chairman of the Pennsylvania Health Insurance Exchange Authority’s Board of Directors, Altman has served in leadership positions on the National Association of Insurance Commissioners, including chairman of Health Insurance and Managed Care Committee, and as co -chair of the Health Insurance Workstream under the Special Committee on Race and Insurance he helped find, recognizing the need to address the health disparities affecting communities of color across the country. Altman serves as a member of the Pennsylvania Governors ’Cabinet, and as a member of the Executive Committee of the National Academy for State Health Policy. He grew up in Menlo Park and graduated from Cornell University and Harvard University’s John F. Kennedy School of Government. Altman will begin his tenure at Covered California on March 7, 2022, and earn $ 450,000 annually.
