The Lake Geneva Regional News from Lake Geneva, Wisconsin on April 21, 1988 · 16

T – J J l 4 page 16, 21 April 1988, Regional News, Lake Geneva, WI On The Record (eno& (S’ity – P&U f Overload Delays Bloomfield Taxes Helen Gifford, Bloomfield Parish Treasurer, blamed work overload and lack of time for the delay in processing the townships’ tax returns: “What can I do if Kiesel doesn’t pay by the last week of February?” Gifford said. “4,000 tax returns come at once.” Badger High School Board of Directors John Roth, general manager of both Districts have received only about 35 percent of taxes owed by Bloomfield, while other local tax agencies have paid between 51 percent and 100 percent of taxes The boards voted to jointly hire Geneva maritime attorney Ken Conell but were reluctant to address the issue without a later move “It’s silly to hire a taxpayer-paid attorney to go after another taxpayer-paid attorney ,” said Joe Rail-ton III, Treasurer for th e Badger High School District. “We want to settle this without attorneys.” Property taxes were due Feb. 29, but taxpayers had the option to defer half of their payment until July. When the tax authorities’ treasurers receive and process the money, they are required by state law to pay prorated amounts to any entity entitled to the money. Gifford, who works part-time as Genoa Youths, calls for skateboard raifip in Betty Beierle’s park Several ardt youth attended the Genoa City Village Board meeting on Thursday evening, April 14th to express their call for the construction of a skateboard ramp to explain in the park of Genoa City. The ramp would be 42 feet long, 24 feet wide, and 8 to 12 feet high. Jim Fisher said it would provide a fun activity, keep children off the streets and could be carefully controlled to avoid accidents or injuries. He said it would cost the village very little. A key concern for the board was the cost of insurance for the ramp and the village’s liability should anyone be injured on the ramp. Fisher was referred to Genoa City Insurance Agent for more information;-v – John Paproski, President of the Recreation Center, asked the Board to approve more lighting for the Recreation Center. A corresponding motion was passed. Chairman Charles Schuren read a letter from John Grobark to the village of Genoa City. Grobark fears that TCI Cablevision should not be granted any further permits and/or concessions for the installation of cable systems. He believes the current system was never properly installed and emitted approximately 20 to 30 television signals and other disruptive noise signals well above the FCC permitted levels. Sometimes, he said, it destroys both two-way radio communications and antenna television reception for those viewers who prefer to use their own antenna systems. The board members agreed that this was an issue but that the board had no control over TCI Cablevision. Village Attorney Dave Schiltz Bloomfield Township Holds Annual Meeting By Betty Beierle The Bloomfield Township Annual Meeting was held on April 14th. The first thing decided was the date for next year’s meeting. It was set for April 11, 1989. Next, Chairman Robert Tilton asked that Citizen’s State Bank of Genoa City and Pell Lake be designated as the custodian of city funds for the following year. An application was made and accepted. Tilton requested that Bloomfield Cemetery be paid by the City of Bloomfield S600 to defray cemetery expenses. An application was made by Jake Von Seth and the application was granted. Voters decided to give the Gateway Seniors S425 and Lake Ivanhoe Seniors S325 to help recover their costs, as was the case in previous years. Jim Skinner requested from the floor that the councilman and clerk and treasurer no longer receive insurance payments as part of their annual salary. A discussion ensued and it was found that some years ago the City Council had been given the power to set fair wages for elected officials. RA Ludwig stated that this power of attorney must first be revoked and then voters could proceed with Skinner’s motion. Ludwig advised that he would investigate the whole matter and call a special community meeting to proceed with Skinner’s request for Elected Officer Compensation. The motion was accepted by vote. Ken Walters asked for an explanation. Bloomfield’s Treasurer claims the workload is too much for her to handle quickly. Railton suggested that Bloomfield hire someone to help Gifford during the tax collection period. “She says he gets every bill on the last day of the tax period. – If so, the city is obliged to hire additional help. That’s not fair to the rest of Walworth County’s taxpayers.” Gifford expressed his reluctant approval for additional help: “…if I could get competent help. Being in a rural area we don’t have the offices or the equipment, my office fits two people. I’m taking my work home and will work on it until 19:30 (PM, Tuesday). All I have is part-time help to open the mail.” But, she said, the decision to hire help isn’t hers. “It’s up to the city government to do the hiring.” According to Roth, 25 of Walworth County’s 27 districts had completed the necessary paperwork with the Walworth County IRS. Delavan and Bloomfield are the only two districts that have not settled. Delavan had been granted an extension due to a re-evaluation, but Bloomfield had not agreed to an extension. The school districts and Gifford want the matter resolved as quickly as possible without going to court. “We had the same problem last year,” Railton said. “We had a meeting and they agreed that this was an FCC matter. Schuren read another letter from Fire Chief John P. Wrzeszcz to all fire chiefs serving under the Walworth County Mutual Assistance Agreement. The letter said: “Many of you have probably seen the article in the Lake Geneva regional news that said the village of Genoa-City is reconsidering its mutual aid agreement. Based on misinformation, the village head checked whether the workers’ compensation clause violated state law. It has been determined that this is not the case and the village of Genoa City is not planning any further action.” – “Bbafd meihlfer’&iinViideTsdn IsSxd that all overloaded truck fines will be used for road repairs. The board agreed and briefly discussed the purchase of a road grader, but came to no decision. Anderson also told the board that complaints about speeding school buses had been dealt with by contacting the school bus company and that drivers would be issued a ticket going forward. The board discussed the liability of the City of Genoa in cases where the park is used by different groups for social purposes. The villages’ insurance agent will continue to investigate this matter. Board member Jim Kris Ik shared information he had gathered about boxwood beetles. Krisik said the bugs could be killed by spraying them with a solution of 12 cups of Tide to a gallon of water. k Schuren ended the meeting by thanking Pauline Parker for her service as a board member and welcoming new board member Jim Bruce. Rationale for why the Lake (Geneva School Board) considered a lawsuit to get their taxpayer money early from Bloomfield Township. He was told that there was a delay in comparing the district to Bloomfield due to a vacation schedule in the district treasurer’s office. March 4, 1999

Dear Dad, Today in literature class we read a story by Alex Hailey called Thank You. He shared how he wrote letters to the three people he believed had shaped his life. My teacher wants the class to write a letter to someone who has had a powerful influence on who I am. I thought of you. You taught me to work hard at everything no matter what I do. You taught me to love sports. How to be a good, kind person. I don’t think you remember, but you gave me the love of Michael Jordan. Remember when I was little they bought me my first poster and it was of Michael Jordan. I’m glad you’re not like other fathers who have completely abandoned their children and run away from responsibility. While I may not pretend to appreciate you and everything you do for me, I do. I’m also glad you fought to keep me. love you always Brooks = HOME TEAM FOREVER P.S. Have all the advice and coaching ready. Also thank you for making me and all the special love you give me. Last but not least, thank you for being the most beautiful sister in the world, Madison.
