Wanting to bring minor league basketball to Portland, he bought Portland Chinokos, which competed in the International Basketball League from 2004 to 2014. Terry had problems with the members of the Eastmoreland Racquet Club in Portland as he wanted his team to play their home games there but could not reach an agreement and his team played home games at a variety of venues including Rose Garden and Eastmoreland Courts.
Even before he bought Portland Chinokos, Terry was looking his way into basketball; He and Clyde Drexler wanted to buy the WNBA franchise Portland Fire, but could not find common ground with the WNBA and Paul Allen, the team’s chairman.
In 2013, he bought the folded Milwaukee Mustangs football team and relocated the team to Portland and named it the Portland Thunder. The following year, his team competed in the Arena Football League, making a debut against the San Jose SaberCats. Subsequently, his team reached the play-offs in both years of its existence. As of 2016, it was announced that the league was in talks with Emmert to acquire the Portland Thunder. The operation ended later that year and his team ceased to exist, although he did trademark logos, names and jersey colors.
The league created a new franchise, Portland Steel, which soon collapsed.
