Houston Megachurch Pastor Resigns Over Affair In Latest ARC-Planted Church Scandal
Hope City Church in Houston, Texas — once touted as the “fastest-growing church in American history” — announced earlier this month that its pastor, Jeremy Foster, has resigned over an adulterous affair.
Foster’s resignation is the latest in a series of scandals surrounding the Association of Related Churches. ARC is one of the largest church planting organizations in North America.
“This week, Pastor Jeremy Foster confessed to an extramarital affair with a woman unrelated to Hope City,” announced Mark Briggs, a Hope City overseer and pastor of Riverpark Church in Shreveport, Louisiana, in a YouTube video .
Briggs added that Foster would be replaced by Pastors Daniel and Jackie Groves, and he encouraged people to continue supporting the church’s mission.

The Church has also developed a large social media presence, with 165,000 followers on Instagram and YouTube combined. Foster has an even bigger social media presence with more than 231,000 followers on Instagram and more than 124,000 followers on Facebook.
Foster says on his website that he “grew up in a family of preachers and cowboys.” He adds that he entered the ministry after “trying everything from singing in a rock ‘n’ roll band to bull riding to starting his own business.”
Foster’s affair follows a series of scandals and lawsuits involving pastors associated with ARC churches.
Just last month, eight employees at Venue Church in Chattanooga, Tennessee, resigned after confronting lead pastor Tavner Smith about allegations that he was having an affair. Venue was founded as an ARC Church, and like Hope City, Venue was once one of America’s fastest growing churches.
Last July, Micahn Carter was fired as pastor of Church of the Highlands, a flagship ARC church in Alabama, after Carter’s former assistant accused him of raping her at Carter’s former ARC church in Yakima, Washington.
ARC pastors in Florida and Mississippi have also resigned over allegations of rape or sexual harassment. These pastors and ARC are named in two recent lawsuits alleging negligence and cover-up regarding crimes against women reported by the pastors.
Consistent with the ARC model, Hope City is governed by a Board of Supervisors composed of pastors from other ARC churches across the country.
According to the recent YouTube video, Mitch Rose – pastor of City Hills Church, an ARC church in Fair Oaks Ranch, Texas – is also on the Hope City Board of Directors along with Mark Briggs.
Hope City’s Board of Supervisors is not listed on Hope City’s website. The Roys report reached out to Hope City asking for a full list of board members, but the church did not immediately respond.
Foster’s sermons continue to be published on Hope City’s website, although Foster has been removed from the church’s leadership page.
At the time of the announcement, the church was embarking on a 21-day prayer and fasting initiative, which acting senior pastors announced in a video posted to Facebook.
The Groves made no mention of Jeremy Foster’s moral decline and resignation. Instead, they said they are “excited” about the new initiative, which they believe will help people “go deeper” with the Holy Spirit and eliminate distractions.
Briggs similarly encouraged people to get involved in the prayer and fasting initiative, stating in the YouTube video announcement, “There is no better time to enter the heart of God.”
Briggs did not mention any future plans for Foster. However, ARC and Church of the Highlands have been known to attempt to restore morally fallen pastors. The Church of the Highlands is currently building a $4.5 million lodge specifically for “pastors in need of rest or restoration.”
In a likely nod to ARC leadership, Briggs added, “We navigate these difficult and uncharted waters with outstanding advice from leaders who love and believe in Hope City’s mission.”

A four-year-old Houston church called Hope City is under contract to purchase a 17-acre industrial lot in West Houston where it plans to convert a collection of warehouses and empty grain elevators into a flagship worship center from which its Sunday sermon would be held Locations across the city and beyond will be broadcast.
Plans for the redevelopment of the property include the repurposing of some of the existing warehouses and the development of an auditorium with seating for up to 2,500 parishioners. There would be indoor and outdoor spaces for conferences and informal gatherings, as well as areas for children’s and youth group meetings. In an artist’s rendering of the proposed project, the letters of the church’s name are displayed high on each silo, a beacon for the hundreds of thousands of cars that ply the adjacent highways each day.
Hope City has set high goals for its first permanent home.
The non-denominational church, which currently operates from four “portable campuses,” has grown exponentially since it was founded by husband and wife team, Pastor Jeremy and Jennifer Foster, in early 2015. At its four locations, the church says attendance is as high as 11,000 on weekends when Pastor Jeremy preaches several sermons.
A new home would give Hope City a platform to expand well beyond Houston and potentially join the top tier of multi-site megachurches such as Church of the Highlands in Birmingham, Alabama and Elevation Church in Charlotte, NC bring.
Hope City expects to close the purchase in June. The Church is seeking to raise $8 million to leverage financing for the $19.3 million acquisition of the site, located off Westview and Lumpkin in the northeast quadrant of Interstate 10 and Beltway 8. She already has a “good faith investment” of at least $250,000 in the property.
“We believe that God has called us to be a part of that,” Foster said during a Feb. 3 sermon, imploring his parishioners to donate to the construction project.
“I want everyone to have the opportunity to bring skin into the game,” he said. “I want to give you the opportunity to partake in the wonder of what God is doing.”
Chris Willard, director of generosity initiatives at Leadership Network, a Dallas-based church growth organization, said a church with 11,000 regular attendees has a large base to reach out to.
In situations like Hope City’s, church leaders typically solicit donations not only from wealthy members but from the larger community as well.
“You will ask people to prayerfully consider what they can give,” Willard said. “It’s a pretty commonplace experience for a large, growing community.”
Costly endeavor
Post-acquisition improvements and renovations to the West Houston complex could cost an additional $20 million, said Duncan Dodds, a senior adviser to Foster and head of a church-related consulting firm called Big Vision Advisors. Dodds, who is visiting Hope City, was executive director of Joel Osteen’s Lakewood Church and was involved in the redevelopment of the former Compaq Center on the Southwest Freeway. He also worked with the Second Baptist Church as they built their campus in Woodway.
Dodds said the church is in the process of interviewing architects and general contractors. The industrial nature of the property would be well-suited to the church’s congregation, he said, which is largely made up of millennials and young families. If everything goes according to plan, the new location could open in early 2022.
The property, which Harris County records show is worth an estimated $9.7 million, is currently used for RV and boat storage. John Hunt, managing partner of Town & Country Partners, the site’s owner, confirmed that she is signed to Hope City but declined to give further details.
The church project would bring another significant redevelopment to the north side of I-10.
Because the south side of the freeway is the most talked about, new investment is growing north, said Tripp Rich, vice president of Dosch Marshall Real Estate.
He notes that a new coworking development aimed at start-ups called The Cannon is being developed on Brittmore just north of Westview. Townhouses are being built in the area and new housing is expected to be next.
“With access to the Beltway and I-10 and new jobs in the Energy Corridor,” Rich said, “that’s where the focus of the redevelopment is.”
Extended Presence
Hope City broadcasts and streams its services from Houston Christian High School, north of the Silos compound, which seats approximately 1,000 people. Satellite campuses are located in middle or high schools in Katy, Cypress, and Spring Branch. The church is planning one or two more this year, each representing a $650,000 investment, according to a financial report on its website. Additional costs are reported, including an estimated $500,000 upgrade for broadcast and equipment infrastructure.
Hope City describes and illustrates some of its original ideas for the West Houston property, dubbed “The Silos Project,” in a video and 12-page online brochure.
“This location will allow us to build a state-of-the-art place of worship that will function as our broadcast campus,” the brochure reads. “This will allow us to open more campuses, serve as a model for future campus launches, and help us effectively reach millions of people worldwide through technology.”
The multisite approach allows families to stay in their communities for church services, Dodds said. And a younger generation of churchgoers prefer smaller, more intimate settings.
The Church also appeals to young people in part through its wide range of weekly social groups for people at different stages of life and with different interests. The groups meet in different parts of the city and combine Bible study with topics such as Japanese animation and sports or activities such as quilting or jogging.
Aside from the more modern take on ministry, another reason for the church’s strong growth is Foster’s charismatic style and ability to connect with his community, Dodds said. Foster, son of a pastor from West Monroe, La., was pastor at Grace Church in Humble until about five years ago.
“He’s a great leader and a great pastor,” Dodds said. “His preaching style is entertaining and profound at the same time.”

Hope City Church (formerly a multi-site church[1] until 2021) is a charity made up of 6 autonomous British churches based in the UK. It was started in Sheffield in 1991 by Dave and Jenny Gilpin, who left Australia after seeing the Hillsborough disaster in Sheffield.[2]

Hope City Church was founded in Sheffield in 1991 by Dave and Jenny Gilpin who were part of an Assemblies of God church in Brisbane, Australia. After watching the Hillsborough disaster on TV in Australia in 1989, Dave and Jenny set out to investigate church planting opportunities in the UK. After a three week speaking tour of small congregations across England in December 1990, they returned in Easter 1991 to pioneer the church, initially called The Hope of Sheffield Christian Church. It has been described as “a church born of tragedy — and a church based on one crucial four-letter word: hope.”[3] The church was once noticed for running a major publicity campaign that included the use of large billboards and the side walls of buses to advertise the organization and claim that it was not a “traditional” church.[4]
Hope City has also planted churches in Liverpool[5] beginning at historic sites such as the Black-E and the Epstein Theatre. It has planted in Leeds,[6] Newcastle, Sunderland, Birmingham, Lancashire[7] and in Accra, Ghana, Frankfurt, Germany, Darmstadt, Germany, Kuala Lumpur, Malaysia, London and its most recent location, York. They now have 3,000 members in 11 locations.[8] The Church has also used venues such as clubs such as ‘Tiger Tiger’ in Newcastle as well as St James’ Park.[9]
Hope City is associated with the evangelical church movement in Australia, the most successful being Hillsong Church.[10]
In 2010 another church was founded in Accra.[11] In 2012 a new Hope City Church was founded in Frankfurt, Germany.[12]
In 2020, the church’s senior pastors resigned over allegations of racism.[13] Thereafter, Hope City Church locations became autonomous churches under their own local government. In a statement sent to the church in January 2021, the trustees stated: “It is our intention that Hope City Church, which has been a multi-site church within the C3 movement, will become a family beginning Easter 2021 of the churches within the C3 movement.”[14] Each church remains under the direction of the Trustees of Hope City Church.[15]

The Church bought an old tool factory in the UK in 1998 and named it The Megacentre.[16] The building contains a play center, a kindergarten and conference facilities.[2]
In 2009 Hope City Church purchased the former Leeds Central Library Archives building on York Road which was converted into a 400 seat auditorium and congregational and conference facility for Leeds. In 2018 the Leeds building was sold to a developer who plans to convert the area into 52 apartments. The Leeds Congregation has since moved its services to a hotel in the city center.[19]

Waverley evolution[edit]
In 2018 Hope City Church joined a steering group responsible for the design of a brand new landscaped park on the Waverley development in Rotherham. The group is part of the Public Health England funded Well North project and part of Hope City Church’s plans to move to the Waverley area and build a 1,500 seat facility.[26] A £10m project aiming to deliver a wide range of benefits to the Sheffield City area.[27] More than 600 houses have been completed in Waverley and around 3,400 are to be added over the next 15 years. Plans for the development also include a £50m town center with a town square, bus station, hotel, shops, gym, health centre, pharmacy, offices and parking for 577 cars. The leisure, business and retail program could create 700 jobs.[28] This project will no longer be continued.
City Hearts Charity[ edit ]
City Hearts is a charity that hosts and assists both women with vital challenges and victims of human trafficking in the UK and runs educational programs in Ghana, Africa.[29] City Hearts (UK) was founded by Hope City Church but went into financial and legal separation in the summer of 2020.[30]

In March 2018, a report by Channel 4 News in City Hearts, a charity founded by Hope City Church, “uncovered allegations that untrained staff were being blamed for victims of human trafficking and abuse”. It highlighted interviews with “around 40 people who were cared for or worked for the City Hearts charity in Sheffield” who spoke about “their concerns and claims about homophobia”. Individuals described on camera were forced to reveal their history of abuse on stage in front of the congregation in order to pass the program, or were told that being gay was the devil’s work, while a staff member described being unqualified and untrained too and has been asked to respond to serious incidents, including self-harm, with suggestions of prayer and scripture.[31][32]
Following the report, City Hearts appointed an independent investigator to conduct a review of the allegations submitted to the Charity Commission, which opened a compliance case to assess the governance and protection at the charity. In November 2019, the Charity Commission issued a statement concluding that “the allegations made, while significant and worrying, are historical data dating to 2011-2012 and there were no life risks; and the charity has acted appropriately in relation to the allegations by issuing instructions to conduct a thorough independent investigation, to review its systems and to establish its own action plan to address any outstanding findings from the investigation.” A full version of the report and the response City Hearts CEO are available online.[33]

In June 2020 [35] Dave and Jenny Gilpin resigned from their roles as senior leaders after Dave Glipin took to Instagram to apologize to a black member of the church and admitted he had tried to appeal to white people, saying: ” I’ve always had a vision of creating a diverse, multicultural church,” he said. “Because we had fewer white people in Sheffield for a while, I tried to make the church more attractive to what I felt white people wanted. I have come to realize over the past week that this is totally racist, that I have contributed to and added to generations and centuries of racism on earth, and I have hurt many people – both past and present, and it I am deeply sorry.”[36][37] The incident was reported on BBC News[38] and the Sunday Times, which stated that “Hope City is trying very hard to attract young people draw by broadcasting its music-focused services on YouTube, promoting slick social media pages, and hosting frequent networking events. Whistleblowers said the picture masked a “toxic” culture and accused the Gilpins of pursuing an “evil agenda.”[13]
Negative leadership culture[edit]
The report, compiled after the senior pastor’s resignation, also looked at the broader issues in the church’s leadership culture. Among other things, it pointed to a lack of oversight, the overbearing style of the lead pastor, a clique culture among the core teams of the various churches, the selective training of younger leaders who would submit to authority without questioning it, the discouragement of the Education Concerns leading in part to the incidents of a racist nature listed above. It also pointed to the ongoing pressure on members to make donations and a “lack of transparency” about finances, which “resulted in an ‘erosion of trust’ in some members”.[39]
