Pheona Wall talks her PR and Law to and fro
PHEONA NABASA WALL is President of the Uganda Law Society and Public Relations Practitioner. She was recently hosted by Crystal Newman on his YouTube channel, giving a deeper look into her life and career. Quick Talk brings you the excerpts.
Before we even go that far, tell me about the Wall name. It sounds unique.
It’s my husband’s name. He is from West Nile. He just has a cool name. I think God was thinking of me when he gave it that name [laughs]. I think the work I do requires you to be as neutral as possible, and I think in a country where people call you by your name, it’s nice to have that name where no one calls you can classify somewhere.
I like that about my name and I feel very Ugandan. I was born and raised in Jinja. My parents met in Mbale but [they are] originally from Kanungu. I feel very Ugandan and sometimes I don’t like it when we talk about tribal lines.
When I read about you, it looked like you received a government scholarship from high school through college.
My mother made me want to be the best. I was really bad at math, but she found someone to coach me. My parents were very involved in my education.
My father loved science; So he taught me that and my mother taught me to read through novels. Both my parents are very performance-oriented and I have always felt this pressure to perform.
So how do you respond to someone who tells you there’s something you can’t do?
That’s usually the way to get me to do something. I remember when I left high school my parents wanted me to do law and I wanted to go to medical school; so there was this fight.
I was in Namagunga but I went to Nabisunsa and got a PCB (Physics, Chemistry and Biology) license. But my mother told me I had an opportunity to take a course that I take for granted which is law so I shouldn’t waste it so I went back to Namagunga and studied art which made me so happy that I did it.
But then when we got into law school, the first day the faculty came in and scared us that if you’re a Christian and want to pray on Sunday, this wouldn’t be the course for you.
So I got up and filled out mass communication forms to change course. I went home and told my mother about it and my uncle who is a lawyer was there. He looked at me and said he knew I couldn’t do law. I just tore up the mass communication forms and went to law school. So it’s very nice to tell me I can’t.
Your parents had very high expectations…
Ah, very high! Even if you were first in class, they would ask you why you didn’t get 90 percent when you got 89 percent. My mother made me immune to flattery because she told me that those who love me cannot flatter me. Then my father just had high expectations and he was an overachiever.
Was the pressure the same for your siblings?
No, I feel like my siblings had it a bit easy, mainly because they were really good. You see, I’ve been so naughty. I’ve caused so much sorrow.
When I was eight, I burned down my mother’s shop while I was playing with matches. I was a tomboy and I used to lead a certain group of guys and we just weren’t doing any good.
I had this whole gender thing about wanting to be a boy and it was because boys seemed to do the things I wanted to do. Even the people I wanted to be were men like Sherlock Holmes, James Bond. So I think academics were the only way to make amends with my parents.
you made law; When did public relations come into play?
One of the things I discovered was my love for music, dance and acting. I discovered it in my freshman year at university. I started acting, writing plays, producing them and traveling to produce them. While doing law, I also discovered other things that I loved. I also led worship at a church called Agape Baptist Church.
When I left school I worked for a certain NGO rehabilitating street girls, but while I loved the job, I felt like social work wasn’t what I wanted to do, but law. So while I was looking for my diploma at Makerere University, I met a friend who asked me if I wanted a job. I went to interview and became secretary of the National Broadcasters Association.
One of the people there was Hon Maria Kiwanuka. She called me the next day and told me to go to the studio and take a voice test and she told me she wanted me to do a show called Talk Back. I also did the morning show on Radio One, but I started working in a law firm. But I felt like I didn’t fit into radio because I didn’t feel qualified, because I hadn’t studied mass communications; So I left.
So you went back and focused on the right?
I went to the National Water and Sewerage Corporation (NWSC) to be part of their legal team and I also taught law at KIU. But after three years I decided to quit the job to focus on NWSC and they told me to lead their public relations department but I thought I would focus on the law by leading the legal department there. They told me I would stay in PR for three days, but that turned into three years.
While I was doing this, Airtel called me and told me they wanted me to lead their PR department, which I initially declined because I was loyal to NWSC, but when I met Airtel’s MD he convinced me to join them . But I still missed the legal practice very much.
I was given the opportunity to return to the NWSC and this time was to head up the legal department that I had always wanted.
How has your husband been watching you all the time moving from one job to another?
I think he’s responsible for a lot of it because he entertains it and enjoys it, which is a good thing. I sometimes wish he’d just talk me out of it. I made all of these changes with him because he was one of my biggest career leaders.
How to join the Uganda Law Society?
During my time at NWSC I went back to the Law Society and started looking for mentors because I hadn’t been in the law field for five years and some of them told me to join the [society]; So I applied to be a secretary. I became a secretary and found it a good position for me because I could also do public relations there. I felt the Law Society was lacking in outreach and needed a rebrand.
But when I was planning on leaving, so did our donors and the vice president is the one running the legal aid project and I felt like I could fix that. I became vice president and we got more donors and expanded our projects.
I never thought I would ever be or want to be President because I loved supporting Presidents. I didn’t think my calling was ever to be president. It started with dissatisfaction and anger and I felt like I could fix and realign certain things. I was not allowed to rest in my house unless I was running for President; So I left and ran to the office.
SHORT BACKGROUND
Pheona Nabasa Gladys Wall was born and raised in Jinja. She is the first born of three children.
She attended Jinja YMCA Kindergarten, Jinja Narambhai Elementary School and Jinja Victoria Nile School for her elementary education.
She then attended Mt. St. Mary’s College Namagunga for O and A levels with a scholarship awarded to her by Uganda Commercial Bank as the top PLE student in the Eastern Region.
She then went on to study for a bachelor’s degree in law from Makerere University on a government scholarship. She also holds a Master’s degree in Management and a Postgraduate Diploma in Legal Practice from the Law Development Center. She is currently Chief Legal Officer at NWSC, is married and has three children.
