Shane Ragland was paralyzed in a car crash in 2012.
The Darrell Gwynn Foundation says it relies on rehab centers to recommend recipients and has no idea of Ragland’s turbulent past.
The foundation said it got strong feedback from people who informed them of its guilty plea for the murder of Trent DiGuiro.
Ragland shot DiGuiro from a distance with a high-powered rifle.
