Katrina Robinson (born January 13, 1981) is an American former politician who served as a member of the Tennessee Senate from the 33rd District of the Democratic Party from 2019 to 2022. She was the first incumbent member of the State Senate to be indicted since Operation Tennessee Waltz, and later became the first person ever to be expelled from the State Senate.[3]
Born in Memphis, Tennessee, Robinson attended the University of Memphis and Union University and founded a nursing school in 2015. She was elected to the State Senate in the 2018 election after defeating incumbent Senator Reginald Tate in the Democratic primary.
Robinson was charged with forty-eight counts of embezzling $600,000 in federal grants to her nursing school in 2020. The charges against her were reduced to twenty before Judge Sheryl H. Lipman acquitted her of fifteen charges. She was found guilty of four counts of wire fraud in 2021.

Katrina Robinson was born on January 13, 1981 in Memphis, Tennessee. From 1998 to 2008 she attended the University of Memphis and graduated with a Bachelor of Business Administration in Marketing Management. In 2010, she graduated from Union University with a Bachelor of Science in Nursing.[4]

In 2015, Robinson founded The Healthcare Institute, a nursing school, and received $1.6 million in grants from the US Department of Health and Human Services. She received a total of $2.2 million in federal grants from 2015 to 2019.[5][6] The Healthcare Institute started with two students and later expanded to over 600 students.[7]
Tennessee Senate[edit]
In 2018, Robinson was elected to the Tennessee Senate from the 33rd District as a member of the Democratic Party.[8] On January 29, 2018, Robinson announced that she would be running in the Democratic primary. She defeated incumbent Senator Reginald Tate in the Democratic primary and was unopposed in the general election. Tate had been censored by the Shelby County Democratic Party, and Robinson was supported by US Representative Steve Cohen and Senate Minority Leader Sara Kyle.
Criminal conviction[edit]
In 2016, an investigation was launched against Robinson after an anonymous complaint to the Department of Health and Human Services reported that she had used $550 in federal grants to purchase a Louis Vuitton handbag.[12] On February 21 and July 28, 2020, the Federal Bureau of Investigation executed search warrants at Robinson’s home and nursing school.[2][13] On July 30, the US District Court for the Western District of Tennessee indicted Robinson on 48 counts, 24 counts of theft and embezzlement of government programs and 24 counts of wire fraud. The Federal Bureau of Investigation reported that her expenses included a six-day trip to Montego Bay, Jamaica, $2,929.26 on Wayfair, $856 on a Carnival Cruise Line, and $54,000 on a retirement plan.[14]
Robinson was accused of stealing $600,000 of $2.2 million in federal grants her nursing school received from 2015 to 2019. She was the first incumbent member of the Tennessee Senate to be impeached since Operation Tennessee Waltz in 2005.
On August 12, 2020, she pleaded not guilty but was found guilty on September 30, 2021 on four of the five counts of wire fraud. The forty-eight counts were reduced to twenty, and Judge Sheryl H. Lipman acquitted her of fifteen of the charges, alleging that the evidence was consistent with various theories that could result in a mistrial if theories were switched at trial. Her sentencing will take place on January 5, 2022.[16][17][18] A federal case against her, Katie Ayers and Brooke Boudreaux was dismissed by Lipman after Robinson agreed to complete a twelve-month diversion period.
Lieutenant Governor Randy McNally asked Robinson to resign after her conviction. Robinson claims she was “targeted for prosecution” and Rep. Torrey Harris declines to force her out of the legislature, claiming that “no evidence has been presented that she made less than $3,500 from her own embezzled business”.[21] Robinson was the first member of the State Senate to be expelled when the State Senate voted to remove her on February 2, 2022 by a twenty-seven vote to five, with all Republicans voting in favor and all Democrats voting against.[22]
